The Special Area for Agricultural Development (SAAD) Phase II program, a joint effort of the Department of Agriculture and the Bureau of Fisheries and Aquatic Resources, successfully conducted a three-day Participatory Rural Appraisal (PRA) in Barangay San Isidro, Dumalneg, Ilocos Norte. This initiative involved 40 local residents.

The PRA aimed to collaboratively identify sustainable solutions tailored to the community’s specific needs by directly gathering their insights, perspectives, and aspirations. This participatory approach aligns with SAAD’s commitment to empowerment and inclusivity. The importance of community participation in shaping fisheries and local development was highlighted by DA-BFAR’s Fisherfolk Coordination Section Head and SAAD’s Social Prep Focal.

The PRA process included community mapping, seasonal and trend analysis, and assessment of economic activities. Residents actively shared their insights on agricultural practices, identified challenges, and proposed solutions. This open exchange fostered a deeper understanding of the community’s needs and priorities, guiding future targeted interventions to improve agricultural productivity and livelihood opportunities. The insights gathered will inform the development and implementation of targeted fisheries interventions to improve the quality of life for residents.

The DA-BFAR SAAD Social Prep Team partnered with the Dumalneg local government unit (LGU) to facilitate the PRA. SAAD partner-beneficiaries, barangay council representatives, and members of the farmers’ and fisherfolks association also participated.
