Sub-component 1.1: Ecosystem Approach to Fisheries Management Planning and Institutions. FishCRRMΒ will support FMA institutional and planning development for the coastal and municipal waters of FMA 6 and FMA 9, with a view to maximizing ecological and socioeconomic benefits and building resilience in coastal communities.



Specific targets under this sub-component includes:

Development of FMA-wide framework plan (FMPs, and related monitoring, control, and surveillance strategy).

Institutional set-up and capacity-building for FMA management; and

Establishment of monitoring and evaluation system to support adaptive FMA management

Sub-component 1.2: Aquaculture Development and Management

This sub-component will be implemented through the:

Development of FMA-wide spatial planning for aquaculture zoning and carrying capacities.

Establishment of an Aquaculture Registry (AquaR) system and related regulatory and control activities.

Implementation of experimental fisheries and aquaculture livelihood trials; and

Conduct of climate vulnerability analysis and establishment of early warning and risk management system

Sub-componentΒ 1.3: Strengthening Management of Coastal Resources in Municipal Waters

Under this subcomponent, support will be provided for:

Habitat management and restoration for coastal and inland waters

Implementation of fisheries monitoring, control, and surveillance (MCS)

Integration of fisheries, aquaculture, and marine habitat management and restoration plans into the legal, policy and planning frameworks of selected LGUs; and

Capacity-building for LGUs to implement/ support FMA-wide monitoring and information systems.

Component 2

MARLIN aims to enhance the economic value of fisheries and aquaculture to fishing communities through strategic and climate-resilient investments to reduce postharvest losses, expand aquaculture production, and add value to fisheries production.

Sub-component 2.1: Fishers’ Livelihood Diversification & Development

This subcomponent will extend support for:

  • Capacity building for fishers’ associations and business formation
  • Alternative livelihood grants (with associated technical assistance from business plan development to implementation)
  • Vocational training program for livelihood diversification for fishers’

Sub-component 2.2: Aquaculture & Fisheries Enterprise Development

This sub-component will support:

  • Technical assistance in value-chain analysis and preparation of business planning
  • Provision of enterprise development grants with associated technical assistance
  • Technical and marketing support for aquaculture and fisheries enterprises

Sub-component 2.3: Aquaculture & Fisheries Infrastructure

The subcomponent will support civil works and provide relevant technical and operational support for the design and implementation of selected infrastructure, including:

  • Resilient fisheries infrastructure.
  • Research & regulatory facilities; and
  • Common service facilities

COMPONENT 3

SUPRIM will be mainly responsible for overall project management and coordination.  It will support the Bureau of Fisheries and Aquatic Resources (BFAR) from the central office to the regional field offices through the National Project Management Office (NPMO), Regional Project Implementation Units (RPIUs) in the Fisheries Management Areas (FMAs), and the Regional FMA Coordinating Units (RFCUs) – in the effective management of the Project.

The activities of SUPRIM will also support the institutionalization of new ways of doing business in BFAR and the delivery of technical services and assistance to fishers and fisherfolk groups, the private sector, local government units (LGUs), and other stakeholders in fisheries management.

This component finances the technical and operational support for project management and coordination, including financial management, independent audits, procurement, environmental and social impact management, stakeholder engagement, grievance redress mechanism (GRM), monitoring and evaluation (M&E), capacity building support, and knowledge management.

The objective of this component is to operate and maintain an effective multi-level project management system (PMS), which consists of:

The SUMPRIM component will contribute to the achievement of the project outcome through the effective and efficient project management and coordination and full engagement and participation of stakeholders at all stages of project implementation.   • fully operational and vertically and horizontally integrated PMS.
  • fully operational M&E and Knowledge Management System (KMS) supported by a digital, multi-level Management Information System (MIS)
  • financial management.
  •  procurement and contract management; and
  • fully operational, publicly accessible web-based digital platforms linked to existing systems.  Items (iii) and (iv) are contained in separate sub-manuals.
