FAO 257: Guidelines of the Fisheries Scholarship Program

GENERAL OVERVIEW OF The PROGRAM

1. Program Background

The Bureau of Fisheries and Aquatic Resources (BFAR) through the Fisheries Scholarship Program (FSP), is granting full college scholarship to qualified high school graduates taking up Bachelor of Science in Fisheries (BSF). In the past, the FSP allowed other allied courses in fisheries; however, in 2010, it was agreed during the National FSP Coordinators Conference to focus the scholarship program on BS Fisheries consistent with the initiatives of the Professional Regulations Commission (PRC) towards the professionalization of Fisheries discipline.

In cases of new nomenclature of fisheries courses, proper details of course description must be provided to the FSP-Management and Coordination Unit (FSP-MCU) prior to the following school year, to give ample time to the MCU to discuss with proper and concerned authorities.

The program has two (2) components: the FSP Fisheries Industry Leader Grant (FILG) for high school graduates who belong to the Top 10 of their graduating class and, the Fisherfolk Children Educational Grant (FCEG) for high school graduates whose parents are Mangingisdang Juan or are registered in the Juan Magsasaka Registration System.

Special Order No. 201 dated August 29, 1979, issued by then President Ferdinand E. Marcos, established the “Ferdinand E. Marcos Scholarship Program for Fisheries”, and thereby created a Program Committee tasked to administer the scholarship program. The committee is composed of representatives from Ministry of Natural Resources (MNR), Ministry of Education, Culture, and Sports (MECS), UP College of Fisheries, BFAR and the private sector.

Subsequently, President Marcos, under the letter of Instructions No. 1014 dated April 19, 1980, directed the MNR and the BFAR to set aside two million pesos (PhP 2,000,000.00) to support the scholarship program. In its later operation, the funding requirement of the program has been included in the General Appropriations Act (GAA). The Ferdinand E. Marcos Scholarship Program was renamed to FSP for Industry Leaders.

Republic Act (RA) No. 8550, otherwise known as the “Philippine Fisheries Code of 1998”, recognize the mandate of BFAR to carry out the FSP and provided an annual appropriation thereof under the GAA.

With the amendments of RA 8550 in 2015 by RA 10654 “An Act to Prevent, Deter, and Eliminate Illegal, Unreported and Unregulated Fishing“, the fund source for the FSP was further augmented by Section 142 (g) thereof, creating the Fisheries Management Fund, providing that ten percent (10%) of the total fund collected shall be used for the FSP implementation.

1. FSP-FILG

In 1994, upon the instruction of Secretary Edgardo Angara of the Department of Agriculture (DA), the BFAR implemented the second component of the FSP dubbe as the “Fisherfolk Children Educational Grant (FCEG)”. The program was piloted in Regions V and VIII, and the first batch in 1999, composed of forty-nine (49) scholars graduated in 2003.

3. Program Components

1. FSP-FILG– this component is a merit-based scholarship for high school graduates who will pursue a 4-year BS Fisheries course.

2. FSP-FCEG– this component is intended for poor but deserving high school graduates who will pursue a 4-year BS Fisheries course and whose parent/legal guardian is a Mangingisdang Juan or are registered to the Juan Magsasaka Registration System (formerly FishR).

• Produce sufficient number of manpower to serve the requirements of both the government and private sector in the fishing industry by way of financial assistance to deserving college students.
• Assist in the placement of graduates of this Program in appropriate employment opportunities in the Fishing Industry through the FSP Apprenticeship Program.
• To complement and reinforce BFAR’s overall goals through manpower development.

1. FSP-FCEG

• To assist talented and deserving legitimate and acknowledged illegitimate or legally-adopted children of registered municipal fisherfolks in the pursuit of higher education for their socio-economic improvement.
• To produce sufficient number of professional manpower to serve the requirements of the government, private sector and other stakeholders in the fisheries industry.
• To complement and reinforce BFAR’s overall goals through manpower development.

5. Scholarship Benefits

• School fees. Tuition and other school fees as required by the curriculum except for dormitory fee/rental;
• Monthly stipend/ Monthly living allowance to a scholar upon submission of copy of grades every end of the semester; Php 4,000.00
• On the Job Training (OJT)/Practicum Support to scholar upon submission of certificate of enrollment; PhP 3,000.00
• Book allowance to scholar upon submission of copy of grades every end of semester; PhP 2,000.00
• Thesis/ Special Problem (or its equivalent) Support to a scholar upon submission of certified true copy of thesis proposal and approval sheet; PhP 7,000.00
• Graduation Support to a scholar upon submission of Certificate of Graduation/Certified True Copy of Diploma; PhP 1,500.00

8. Must be a natural-born Filipino citizen;

9. Any Senior high school graduate or graduating student who belong to the TOP TEN of his/her graduating class (not upper 10%), duly certified by the School Head/Principal;

10. Not more than 25 years old at the time of examination, who has not earned any units in college;

11. Of good moral character as certified by the School Head/ Principal;

12. Parent(s)/guardian must be physically residing in the municipality of the region for at least six (6) months; and

13. Parent(s)/guardian must be a Mangingisdang Juan or are registered in the Juan Magsasaka Registration System (formerly FishR) duly certified by the MAO or BFAR Regional Office in his/her area.

FILG CHECKLIST OF DOCUMENTARY REQUIREMENTS

1. Duly accomplished and signed FSP Application Form for the FILG (Annex 2);
2. Original or Certified True Copy of Birth Certificate (PSA or Civil Registrar);
3. Certified True Copy of Report Card Form 138 or 137 ((GWA of last 3 semesters of Senior High School is at least 80%);
4. Certification from the school head that the applicant belongs to the TOP TEN of the graduating class;
5. Certification of good moral character from the school registrar;
6. Two (2) recent 2×2 pictures taken within the last three (3) months prior to filing of application; colored with white background; and
7. Barangay Residence Certificate.

9. Must be a natural-born Filipino citizen;
10. Any Senior high school graduate or graduating student whose general weighted average (GWA) (in any track) shall not be lower than 80% or its equivalent;
11. Not more than 25 years old at the time of examination, who has not earned any units in college;
12. Of good moral character as certified by the School Head/ Principal;
13. Parent(s)/guardian must be physically residing in the municipality of the region for at least six (6) months; and
14. Parent(s)/guardian must be a Mangingisdang Juan or are registered in the Juan Magsasaka Registration System (formerly FishR) duly certified by the MAO or BFAR Regional Office in his/her area.

FCEG CHECKLIST OF DOCUMENTARY REQUIREMENTS

1. Duly accomplished and signed FSP Application Form for the FCEG (Annex 3);
2. Original or Certified True Copy of Birth Certificate (PSA or Civil Registrar):
3. Certified True Copy of Report Card Form 138 or 137 (GWA of last 3 semesters of Senior High School is at least 80%);
4. Certification of good moral character from the School Registrar;
5. Certification of good moral character from the school registrar;
6. Photocopy of Mangingisdang Juan ID or Certificate of Registration of parent(s)/ guardian (issued by the MAO or BFAR);
7. Two (2) recent 2×2 pictures taken within the last three (3) months prior to filing of application; colored with white background;
8. Barangay Residence Certificate of the parent(s)/guardian;

ICCs and IPs CHECKLIST OF DOCUMENTARY REQUIREMENTS

1. Must be a member of an ICC/IP recognized by the NCIP
2. With Certificate of Tribe Membership issued by the NCIP within the jurisdiction of the regional office
3. High School graduate and/or prospective high school graduate (not necessarily under the K-12 program)
4. For those students who have earned college units, they can still apply for FSP Examination and willing to take up BS Fisheries
5. Not more than 25 years old
6. GWA not less than 75%
